The Kiosk concept was started on the
San Bernardino National Forest in July
2003, as a response to the Forest Service
requesting it’s Volunteers assist in the
mitigation of Noise and Dust complaints.
After proving successful the concept
started expanding to other areas, with
the assistance of the California Trail
Users Collation, an organization that
seeks to promote cooperation amongst
All trail users motorized or not.

I plan on trying to blend sound awareness
programs more with Law Enforcement, one way
is to provide a State wide series of hot line
numbers, so people can contact a sound
awareness technician in their area. This will
nullify any arguments Law Enforcement field
personnel may receive from the public, in
regards to not being able to comply with the
sound regulations, these technicians can not only
do sound testing but inform riders about how to
comply. I also feel it's overdue for Law
Enforcement to pick up Enforcement, this would
give the riding public more of an incentive, to
pursue the services we are offering them.
This would also help the OHMVR Division to
provide funding for Voluntary testing, just like
Law Enforcement puts "You Speed" radar trailers
on city streets. Overall I feel it's time for the
sound issue pendulum, to start swinging more
towards Enforcement, Volunteer groups should
also pursue partnerships with Agency's so they
can pursue grants. If your a sound tester and
